Under capitalist rule, why shouldnt politicans represent the highest bidder, shouldn't you have to pay to play?

If politicians are corrupt then your right the highest bidder will rule. That means the problem is not capitalism in general because it cannot rule without the willing corrupt politicians that thwart the will and interests of the people over their own greed.
