Is the microwave still safe to use after an electronic food scale was placed into it?

You'll be fine. Some of the electronic components in the scale may have gotten hot. If anything, there may be a miniscule amount residue left inside the microwave chamber which would cause the smell. Just give it a good cleaning. I'd use regular hydrogen peroxide after some soapy water just to be sure.
